Geographic Information Systems Analyst/Developer

We are now accepting applications for the post of GIS Analyst/Developer for our Inventory of Maritime Archaeology in Pakistan (IMAP) project. The post is available for an initial 4 month period, and may be followed by a 2 year project implementation phase and a subsequent 5 year project extension phase. This full-time position is based in Karachi.

This position will involve:

  • Working collaboratively with a multi-disciplinary team of researchers to investigate the maritime heritage of Pakistan.

  • Design and development of a backend relational database to host the project datasets.  Activities will include the development of a relational data schema and all supporting forms and reports as required for research workflows.

  • Work collaboratively with the MAHI leadership and historical research teams to establish data processing workflows that ensure source materials are accurately catalogued and referenced into the project knowledge management system.

Requirements:

  • Completion of a Bachelors or Masters degree in geography, archaeology, engineering, computer science or related fields requiring expertise in geospatial analysis.
  • At least 5 years of development experience with ArcGIS, relational databases, front-end forms and reports, and online data-hosting environments.
  • Technical expertise and familiarity with publicly accessible geospatial research datasets for the Pakistan coastal and Indus River delta regions.

Join the MARI team (Maritime Cultures Research Institute) at VUB (Vrije Universiteit Brussel) for the ‘TESTEREP’ project (The Evolution of the Flemish Seascape (5000 BP – present). Testerep Reconstructed for Policy making and Public engagement), which aims to better understand the spatio-temporal evolution of Flanders’ coastal landscape over the past 5000 years by studying the former Testerep peninsula.

TESTEREP is a 4-year Strategic Basic Research project, led by the VUB, in close collaboration with the Flanders Marine Institute (VLIZ), KU Leuven – Department of Hydraulics and Geotechnics, and HoWest – Digital Arts & Entertainment (DAE). This consortium brings together archaeologists, marine geoscientists, hydraulic engineers and specialists in computer graphics and VR design. Together they will study the evolution and eventual demise of the Testerep peninsula over the past 5000 years from an archaeological, geological and hydrodynamical viewpoint. By reconstructing past environmental conditions and the strategies people developed to live in this coastal landscape, the project aims to gain detailed insight into the relative impact of natural changes (e.g. sea level rise) versus anthropogenic interventions (e.g. constructing embankments) on the morphological dynamics of the coast. Resulting products will include palaeogeographic maps, state-of- the-art 3D reconstructions and interactive 3D simulations of past coastal landscape change. These will be used to raise public awareness on coastal dynamics and current threats, to stimulate blue tourism, to support heritage management, and to inspire sustainable coastal management strategies for the future. As such, the project will have a large stakeholder engagement and outreach component to it, aimed at both the public at large as well as Flemish and provincial government agencies, coastal communities, tourism agencies, and dredging and consultancy companies.

Within the TESTEREP project, the MARI team at VUB will focus on the onshore part of the research area. As such, the PhD candidate is expected to assist with the collection and inventorying of existing archaeological, historical, topographical, geomorphological and geological datasets, as well as the gathering and interpretation of new data collected through LiDAR and EMI surveys, sediment coring, small-scale excavations, and sampling for pollen, radiocarbon and OSL analyses. This should result in the development of a GIS database of dated natural and manmade landscape features within the Testerep region and the creation of palaeogeographic reconstruction maps as well as palaeo-DTMs of the area at relevant time slices. These will serve as input for the hydrodynamic modelling, 3D visualisations and simulations of the evolution of the coastal landscape, created by the other project partners, with whom a close collaboration will be essential for the success of the project. Besides carrying out scientific research, the PhD candidate is therefore expected to also actively participate in project meetings with consortium members and stakeholders, and to communicate research findings through presentations and publications.

The Department of Archaeology and Classical Studies is the largest archaeological research environment in Sweden and is appointed as one of Stockholm University’s leading research areas. The Department consists of seven units: Archaeology, Archaeological Research Laboratory, Osteoarchaeological Research Laboratory, Stockholm Numismatic Institute, Classical Archaeology and Ancient History, Centre for the Study of Cultural Evolution, and Centre for Palaeogenetics.

Subject area
The announced position is based in the unit of Archaeology whose profile is archaeology based on interpretative research traditions in the wider humanities. The unit carries out research within the whole chronological field of archaeology, from the Stone Age to the present, with the Nordic area as its main geographical focus.

The position is partly financed by the Centre for Maritime Studies (CEMAS), a collaboration between Stockholm University and the National Maritime and Transport Museums. The PhD student will therefore be a part of both the archaeological research environment and the interdisciplinary maritime research environment at Stockholm University. The research shall deal with maritime archaeology; that is, the study of material traces from human relationships with sea and water in a broad sense.

Qualification requirements
In order to meet the general entry requirements, the applicant must have completed a second-cycle degree, completed courses equivalent to at least 240 higher education credits, of which 60 credits must be in the second cycle, or have otherwise acquired equivalent knowledge in Sweden or elsewhere.

In order to meet the specific entry requirements, the applicant must have completed at least 30 credits in the advanced level of archaeology, including a written paper of at least 15 credits, or have otherwise acquired equivalent knowledge in Sweden or elsewhere.

The Conservator will assist with the conservation of objects and collections managed by the WLCC as well as the H.L. Hunley submarine (1864) and its associated artifacts. The conservator will work closely with the conservation, archaeological, historic preservation, and scientific teams towards the conservation and maintenance of materials and collections under the WLCC care.

15% – Essential – Organize, produce and maintain reports of treatments, updates on project status, and dissemination of conservation work. Maintain laboratory upkeep and assist in the ordering of supplies, equipment and maintenance and inventory of materials.

10% – Essential – Identify conservation problems, implement solutions under established conservation guidelines, and make recommendations for resolving difficult or unusual problems in conservation of artifacts.

10% – Essential – Participate in outreach events and the development of teaching opportunities. Conduct tours and give lectures as assigned.

MINIMUM REQUIREMENTS:

Education – Master’s Degree in the Cultural heritage field. A Master’s degree in Conservation is preferred. 
Experience – 3 years specialized experience in materials conservation. Applicants must have a broad knowledge of conservation and stabilization techniques of objects conservation and the skills to apply this knowledge to complex materials of all sizes. This position requires general knowledge of organic and inorganic chemistry, a good understanding of materials science, and experience in the use of standard and more complex laboratory equipment.

HJF is seeking a Program Manager to support the Defense POW/MIA Accounting Agency (DPAA) Labs located at the Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii. The candidate oversees development and execution of teams working on technical projects supporting the Defense POW/MIA Accounting Agency (DPAA). Supervises teams and projects and investigates the feasibility of applying a wide variety of technical principles and concepts to best identify and coordinate resources in order to address the complex problems of the DPAA. Liaison with HJF functional areas to execute resource plans and DPAA government leads for planning and performance.

The Defense POW/MIA Accounting Agency (DPAA) is an agency within the United States Department of Defense whose mission is to recover United States military personnel who are listed as prisoners of war (POW), or missing in action (MIA) from designated past conflicts, from countries around the world. It was formed on January 30, 2015, as the result of a merger of the Joint POW/MIA Accounting Command, the Defense Prisoner of War/Missing Personnel Office, and parts of the United States Air Force’s Life Sciences Lab. Scientific laboratories are maintained at Offutt Air Force Base, Nebraska, and Joint Base Pearl Harbor-Hickam, Hawaii. Currently, DPAA is in a cooperative agreement with The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc, which provides operational support during worldwide recovery operations.

Responsibilities:

  1. The Program Manager will be responsible for formulating and enforcing performance standards, assigning contractor   schedules, reviewing performance quality, reporting, communicating policies, purposes, and goals to the contractor team. 
  2. The Program Manager will manage the Quality Assurance program of the laboratories and is responsible for ensuring all   lab resources adhere to infection control procedures including use of personal protective equipment and disposal of bio-hazardous waste and ensure a safe work environment.
  3. Provides advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements.  Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs.
  4. Provides site senior level administrative, logistical, budget and resource management.  Establishes and maintains an effective management reporting system to ensure that program and site goals are being met. Ensures scientific and management practices and assurances are functioning properly and that periodic and special reports are provided to the appropriate U.S. Government or HJF personnel.
  5. Implements and ensures compliance with HJF, DPAA, and Department of Defense policies and procedures for site operations and management. Works with HJF Human Resources to establish program for advertising and recruitment and continuing professional education.
  6. Participates in the development and execution of DPAA program management plans, practices, and assurances as they pertain to the research site.  Performs management studies and evaluations including but not limited to operational reviews and analyses; policy reviews and analyses; special project/program planning, design, and implementation.
  7. The Program Manager shall serve as the single point-of-contact for addressing contract issues, quality issues, and overall Contractor performance. This may include coordination with the Contracting Officer Representative to resolve any issues that may arise relating to the contract.
  8. Prepares requests for contract actions and proposals.  Assures full compliance with all contract requirements, schedules, and provisions. Coordinates and approves the initiation and processing of purchase orders, supply sources, work orders and maintenance.  
  9. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills, and Abilities:  Knowledge of DPAA, former JPAC, excellent communication skills; ability to troubleshoot technical procedures; ability to work independently and supervise others. Multilingual a plus. Extensive experience utilizing managerial and leadership skills.  Proven experience utilizing analytic abilities.  Experience utilizing accounting and budget development skills and expertise.  Excellent communication (verbal and written).  Working knowledge of computer software technology required for performance of duties, i.e. MS Office suite and MS Project, and other financial tools. Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously. Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience.

Minimum Education:  Bachelor’s degree required, Masters preferred.

  • Level I:   Minimum 3-5 years of relevant work experience required.
  • Level II:  Minimum 6-8 years of relevant work experience required.
  • Level III: Minimum 9-10 years of relevant work experience required.
  • Level IV: More than 10 years of relevant work experience required.

Physical Capabilities:  Ability to read and interpret information presented in various forms of media, ability to communicate verbally (including telephonically); ability to write and prepare documents in a variety of forms, ability to move within the work site and to other work sites as required.

Supervisory Responsibilities/Controls:  The incumbent may supervise logistical and administrative support personnel. Direct authority with the collaboration with HJF HR to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Work Environment:  Work location is primarily in an office setting; however, travel to locations with austere conditions may be required.

The University of Nebraska, Lincoln (UNL) seeks a historian to serve as its Defense POW/MIA Accounting Agency (DPAA) Research Partner Fellow.  The position is funded for two years and requires residency at the University of Nebraska, Lincoln.

The DPAA Research Partner Fellow at UNL will leverage the University’s assets to serve the Agency by conducting historical research and analysis related to U.S. personnel losses in the twentieth century.  Under supervision and guidance from Agency staff, the UNL Fellow’s primary work responsibilities will include conducting oral history interviews for an internal archive, in addition to overseeing a large-scale digital humanities project and other research projects as assigned by DPAA.

The Fellow is expected to maintain a presence on campus. While teaching is not required, the Fellow will be permitted to teach one course per calendar year and will be encouraged to manage an internship program, mentor students, and encourage student learning through engagement with their DPAA projects. UNL seeks a person who, in concert with DPAA, actively engages with the UNL community and other local communities to raise awareness about issues related to the identification of unaccounted-for remains of American service personnel from World War II, Korea, Vietnam, and the Middle Eastern wars.

Strong writing, data collection, and analysis skills, along with an ability to collaborate with others, are required for this position.  Experience conducting oral histories and with digital history is preferred. This position requires a time commitment of 40 hours per week on DPAA related work and outreach activities.
