The Chief Conservator position is located in the Conservation Services Branch in the Collections Services Division of the Rubenstein National Institute for Holocaust Documentation (RNIHD) of the United States Holocaust Memorial Museum (USHMM). The division is responsible for overseeing the registration, preservation and storage of the Museum’s collection and coordinates loan programs to other accredited museums for exhibition purposes. The Conservation Services Branch is responsible for the preservation and conservation of the Museum’s collections on exhibition, in storage, and on loan to the institution and makes recommendations and provides guidelines for the housing, handling, methods of storage, and laboratory treatment of the collection. The Branch also provides environmental guidelines, recommendations, and monitoring to ensure a proper climate for the collection. The Collection constitutes the Museum’s most important asset and is held in public trust by the Presidentially appointed United States Holocaust Memorial Council.

The purpose of this position is to implement conservation policies and procedures and perform the following professional and technical conservation and preservation services, consultation, and support for the Archival and Curatorial Affairs Division (documents and manuscripts, three-dimensional artifacts, photographic materials, works of art on paper, paintings, sound recordings, and oral histories in various media and accompanying documentation); the Research and Reference Services Division (family registration forms, photographs, and published material); and Museum Experience and Digital Media Division (exhibitions).

The Chief Conservator leads the Branch and is responsible for drafting conservation policies, providing advice and guidance to the Division Director as requested to allow for the coordination of conservation and preservation policies for the Museum, providing basic conservation training to staff, and providing conservation programs, treatment, and other conservation services to the Museum. The Branch Chief provides recommendations on fundamental conservation issues to program and staff officials at all levels throughout the Museum and to officials in the Federal government and allied professional organizations. The program consists of specialized work that is of considerable difficulty and complexity which has agency-wide, or in some cases, government- wide, and professional impacts.

This is a full-time donated position (non-Federal) paid with the Museum’s private funds. Salary is commensurate with experience.

Marine Archaeologist

Sequence has been exclusively retained and is currently seeking a Principal Investigator in Marine Archaeology responsible for managing technical aspects of maritime archaeological projects. This unique role is slated to direct both technical field operations as well as undertake higher-level reporting and client interactions.

It is currently the most high-profile opportunity of its kind in the niche industry with opportunities for career advancement and practice development. It can be based remotely anywhere in the mid-west, north/southeast, or the southwestern United States.

Key duties and responsibilities would include:

  • Timely and cost-effective conception, implementation, and completion of projects.

  • Hold responsibility for QA/QC and the organization and completion of project-specific reports.
  • Develop professional recommendations for the management of cultural resources, particularly archaeological resources, using the National Register of Historic Places and other applicable criteria.
  • Participate in public outreach programs to educate people about the importance of archaeological resources and Heritage Management at the project, professional, and/or community levels.
  • Train, manage, and evaluate less experienced personnel as necessary to achieve project goals and company goals for professional development.

This position would be an excellent match for a mid-level RPA with proven consulting experience seeking to grow their abilities and background. It could also be an excellent match for senior-level RPA seeking a new home with an established organization. Through the organization would ideally like the position based near one of their many offices, the position could be remote with travel to perform projects or company-related tasks (travel is project-dependent with an expectation of travel for multiple days on occasion – primarily within the United States).

The position requires:

  • M.A./M.S. in Anthropology, Archaeology, emphasizing underwater archaeology or related field, plus five years of CRM supervisory and report preparation experience.
  • Ability to function as a Qualified Marine Archaeologist (QMA) to Bureau of Ocean Energy/Management (BOEM) Guidelines, including the ability to meet SOI qualifications.
  • Familiarity with management standards regarding identification and treatment of historic properties in federal waters.

The National Oceanic and Atmospheric Administration’s (NOAA), Office of National Marine Sanctuaries (ONMS), West Coast Regional Office (WCRO) and Monterey Bay National Marine Sanctuary (MBNMS) require assistance conducting science and resource operations, including, but not limited to, management and maintenance of the Motorized Personal Watercraft (MPWC) buoy program.

MPWC are small, fast, and highly maneuverable craft that possess unconventionally high thrust capability and horsepower relative to their size and weight. The majority of MPWC currently operated within marine sanctuary areas are compact water jet-propelled craft that shed water from the passenger spaces. To prevent the disturbance of wildlife and other nearshore users, most MPWC have been restricted within protected marine areas adjacent to, or overlapping, MBNMS. Operation of motorized personal watercraft within MBNMS has been restricted to designated zones and access routes. Zone boundaries are marked by buoys and navigation aids.

Also, WCRO and MBNMS engage in a variety of underway operations for marine research, education, outreach, maritime heritage, law enforcement, intra/inter-agency partnership trips, etc. This ROS role requires a qualified, experienced research scientist to serve as cruise leader and participate in diverse scientific and research missions. The role will include management of ongoing research operations/programs as well as management/support on a project basis.

Cardinal Point Captains, Inc. (CPC) provides vessel research support to ONMS and is seeking a well-rounded applicant to serve as Research Operations Specialist (ROS) to the NOAA WCRO and MBNMS. 

Tasks 

  • Assist, plan and participate in scientific and research operations missions.
  • Participate in approximately 20 days of scientific SCUBA diving per year. 
  • Provide field and research program support to NOAA’s WCRO, including support on a project basis.
  • Assist in emergency response and remediation assessments.
  • Maintain marine personal watercraft (MPWC buoy zone marking system.
  • May be required to augment as non-licensed crew member on NOAA’s small boat(s) on site, such as the 67′ research vessel R/V Fulmar, 41′ R4107 and 22′ R/V Tegula.
  • Represent WCRO in related intra and inter-agency meetings and partnerships.
  • Serve as cruise leader in a variety of underway operations for research, education, outreach, maritime heritage, law enforcement, intra/inter-agency partnership trips, etc.
  • Support Motorized Personal Watercraft (MPWC buoy program. Tasks include maintaining MPWC buoys at designated stations; maintain planning files, mooring specs, rigging designs, equipment inventories, etc. for MPWC buoys; and coordinate and/or lead search & recovery of MPWC buoys reported missing, adrift, or aground.
  • 15 MPWC buoys in Monterey, Moss Landing and Santa Cruz will be reduced to 10. Organize recovery and shift remaining buoys to new locations in coordination with program management.
  • Coordinate with USCG Station Monterey regarding use of the buoy storage bay for equipment deliveries and access by MBNMS personnel and the buoy system deployment contractor (separate contract.
  • Support MBNMS Cruise Ship inspections and participate in joint USCG/MBNMS cruise ship compliance inspections, document results.
  • Participate in remediation activities related to miscellaneous spills or vessel incidents.
  • Maintain MBNMS’s incident database for occurrences of groundings, sinkings, spills and other potential enforcement incidents.
  • Identify, track and record staff-wide HAZWOPER training needs and requirements.

Requirements

Education

  • Masters Degree (or Bachelor’s Degree with 4+ years of applicable experience) from an accredited college or university in Marine Resource Management, Biology, Geology, Environmental Studies, Maritime Archaeology, electrical or mechanical engineering or related scientific field. 

Research and On-water Operations

  • Experience mobilizing research cruises, including tracking personnel and paperwork, purchasing and organizing field gear, and coordinating with research vessel operations staff and crew.
  • Experience and familiarity with marine buoy management and maintenance, especially with respect to maintenance of designated, restricted zones.
  • Experience working with federal government and state agencies. 
  • Current SCUBA certification (NAUI, PADI, etc.) and meet the standards established by the program’s diver certification process (which meets the standards set by NOAA and the American Academy of Underwater Science), or able to immediately participate/pass NOAA Diving training course, and maintain throughout duration of employment.

  • Able to lift and carry up to fifty (50) pounds to assist transporting equipment and gear.

Public Programs and Volunteer Manager

The Public Programs & Volunteer Manager will work closely with the team of staff in the Visitor Experience & Learning department for onsite and digital programs at Lake Champlain Maritime Museum. Their primary focus will be initiating and executing public programs for visitors as well as special events at the Museum on a wide range of topics, including history, archaeology, ecology, and diversity & equity topics as they connect to the people and landscape of Lake Champlain. The ideal candidate will have experience in coordinating both large and small-scale events for a wide range of audiences and have strong organizational and communication skills.

In addition to programming at the Museum, this position will also supervise and support the vibrant community of volunteers at the Museum. Volunteers are a vital part of the Museum and are involved in interpreting for visitors, restoration in the boat shop, collections and administrative support, and much more. The Public Programs & Volunteer Manager will oversee scheduling and communicating with volunteers on a regular basis as well as growing the volunteer pool to meet the needs of the Museum. As part of working with the Visitor Experience & Learning team, this position will also help to support the educational programs on as needed basis, including field trips and school programs.

Main duties will include identifying, accessing and collating maritime archives and marine scientific data sets associated with shipping losses in the Irish Sea and develop effective methodologies to identify individual wrecks.

The role will additionally involve close collaboration with external project partners to develop innovative and effective mechanisms to identify and link related maritime archives, marine data and museum collections etc.

Candidates should be educated to PhD standard (or equivalent) in marine archaeology or closely related subject area and have extensive experience of working with marine archives and multibeam sonar data.

This role will be located on campus at Bangor. Through our Dynamic Working framework, there will also be the option to spend some time working remotely (although remaining in the UK) to support work life balance, which will be discussed further with candidates at interview.

This course will provide participants with an overview of the topic of submerged paleolandscapes, including the cultural historical contexts needed to understand them. Course participants will also gain hands-on experience in some of the emerging technologies used to discover and interpret submerged terrestrial sites and landscapes.

In the field of archaeology, few questions are as intriguing or controversial as questions of where we came from and how we got here. Archaeologists have developed numerous patterns and models of early human migration and occupation based on evidence recovered from sites on land; however, growing awareness of past climate change and sea-level fluctuations has highlighted a flaw with these models. Large portions of the world’s continental shelves that are presently underwater were exposed as dry land during periods of early human migration. Although archaeologists commonly point to the importance of coastal margins in migration studies, the coastal margins that existed during past migrations have not been investigated systematically because they are now underwater.

Interest in the study of submerged landscapes has received greater attention in the last decade (e.g., Bailey et al. 2017; Benjamin et al. 2011; Evans et al. 2014; Flemming et al. 2017) in large part because of the increasing availability of the technology required to access submerged archaeological sites. Despite the potential for submerged landscapes to yield previously undiscovered and potentially paradigm-shifting data, continental shelves are rarely targeted for systematic subsurface archaeological investigation, with most investigations taking place close to shore. Given the recent and rapid increase in off-shore and near-shore energy sector developments, archaeologists have an opportunity to contribute to our understanding of submerged paleolandscapes, but only if they are able to properly contextualize these resources and know how and what to look for.

You’ll be part of the Strategic Permitting team where you, together with your colleagues, will direct work for our consultants to prepare defensible and streamlined onshore and offshore archaeological and visual impact assessments and serve as our lead internal SME on this topic. You’ll support the permitting team in preparing applicable sections of permit applications and lead portions of regulatory stakeholder engagement, working with our Tribal Liaison. The UNESCO Almaty Cluster Office is seeking qualified and experienced experts in the Underwater Cultural Heritage (hereinafter “UCH”) studies to develop two separate briefcase studies of the current state of UCH in the Republic of Kazakhstan and Republic of Uzbekistan.

Required qualifications


• Higher education, preferably with master degree in underwater archaeology and/or related international or heritage law;
• Strong research, writing and analytical skills;
• Good level of professional English to be able to consult the related international documents and conventions;
• Past research experience in the field of cultural heritage studies;
• Contractual experience with UN and/or other international organizations is an asset.
Terms of reference


Background
In order to contribute to the efforts of UNESCO for the protection of the underwater cultural heritage of the Central Asian region, under the overall authority of the Director of the UNESCO Almaty Cluster Office (hereinafter “UNESCO Almaty”), and the direct supervision of the Culture Programme Officer of the UNESCO Almaty, the Contractor shall:
1. Establish regular working relations and participate in e-mail exchanges and conference calls with UNESCO Almaty and seek clarification as deemed necessary throughout the different stages of implementation.
2. Prepare a national briefcase study of the current state of underwater cultural heritage of the Republic of Kazakhstan or Republic of Uzbekistan.
3. Hold offline and/or online consultations with national UCH experts andnational authorities responsible for UCH management in order to collect information in the interest of the briefcase study.
4. Discuss with UNESCO Almaty the structure of the study.
5. The study should focus on and include following information (list not exclusive):
5.1. Current status of UCH, related national law, legislation gap analysis using the UNESCO 2001 Convention on the Protection of the Underwater Cultural Heritage (hereinafter “UNESCO 2001 Convention”) as the benchmark for UCH protection, capacity-building needs towards the protection of the UCH, and benefits of ratifying the UNESCO 2001 Convention (and possibly other related international legislation).
5.2. Map local research and management organizations working on protection and management of the UCH;
5.2. Map local research and management organizations working on protection and management of the UCH;
5.3. Map local educational institutes and universities that provided courses on UCH issues;
5.4. List all possible sources of information on UCH;
5.5. Map scientifically proved sites of the UCH;
5.6. List all contacted and consulted UCH experts and authorities;
5.7. Conclusions and recommendations for filling the identified gaps in UCH protection and UCH development and possible ratification of the UNESCO 2001 Convention (recommended measures for meeting the obligations under the UNESCO 2001 Convention).
6. The briefcase study shall be prepared in Russian language and include 30-40 pages (font “Times New Roman”; font size “12”, excluding annexes) with an executive summary.
7. Submit the final draft of the briefcase study in Russian language for approval and produce necessary modification in the final draft on the request of UNESCO Almaty.
8. At no charge, grant to UNESCO Almaty the right to use the final version of the briefcase study for not-for-profit purposes.

Deliverables
9. Final draft of the briefcase study for approval of UNESCO Almaty – 30 September 2022;
10. Final version of the briefcase study – 30 October 2022.

It is also agreed that:
11. The Contractor will be working from the contractor’s usual workplace.
12. Any possible bank charges of the contractor shall be charged to the contractual amount.
13. All expenses exceeded the amount of the contract is the responsibility of the Contractor.
14. The work should be completed by 30 October 2022.

Vessel and Operations Coordinator

Cardinal Point Captains, Inc. (CPC) is seeking an experienced and well-qualified vessel and operations coordinator to provide vessel support to the National Oceanic and Atmospheric Administration (NOAA) Florida Keys National Marine Sanctuary (FKNMS) in Key West, FL. FKNMS operates a fleet of 16 small boats ranging from 20’ to 39’ in length. (Key Largo is a potential place where work can be performed from).  

A qualified person is required to assist in managing the FKNMS small boats, ensuring they are operated and maintained in compliance with USCG and NOAA policies and regulations. The vessel and operations coordinator is needed to assist the FKNMS Superintendent with vessel personnel assignments and cruise requirements, based upon the sanctuary’s mission requirements and vessel maintenance. 

Tasks

  • Ensure FKNMS small boats are operated and maintained in compliance with NOAA Small Boat Program requirements.
  • Coordinate and support emergent repairs to FKNMS small boat assets if and when required. Provide oversight during shipyard and repair periods.
  • Provide and coordinate vessel schedules and work packages in consultation with FKNMS management.
  • Coordinate with NMS sites and partners to develop cruise plans for vessels of opportunity including ships, ROVs, and manned submersibles.
  • Ensure current training for vessel operator and crewmembers; and keep record of credentials and qualifications.
  • Comply with safety stand-downs per NOAA procedures.
  • Schedule vessel maintenance and dry dock periods per NOAA procedures and in coordination with the site management. Provide oversight during shipyard and repair periods.
  • Review of all Project Instructions to an approving authority including Cruise Plans, and Float Plans, as directed.
  • Assist FKNMS in physical facilities assessments and planning as it relates to vessel operations.
  • Represent FKNMS in vessel-related intra- and inter-agency meetings and partnerships, as necessary.
  • Coordinate vessel and annual schedules for FKNMS.
  • Coordinate annual vessel Requests for Proposal (RFP) process.
  • Schedule vessel maintenance and dry dock periods per NOAA procedures.
  • Coordinate arrangements for vessel departures, arrivals, mobilizations and de-mobilizations.
  • Help oversee vessel crew and project manning.
  • Review, revise, and implement pertinent policies and regulations related to NOAA small boats and applicable facilities.
  • Coordinate and track training and resulting credentials of vessel operators, crew members, FKNMS staff members.
  • Develop annual vessel accomplishment report.
  • Assist FKNMS in maritime facilities assessments and planning.
  • Serve as vessel operator or crew member, if qualified, for small boat underway missions, as required.
  • Lead field operations, as required.
  • Be ready and available for emergency responses.

Requirements

Required certifications and experience

  • Possess an active USCG Masters license (100 tons or above) and/or a degree from an accredited college or university in Marine Resource Management, Biology, Geology, Environmental Studies, Maritime Archaeology, electrical or mechanical engineering or related scientific fields (Bachelor’s degree and four years of additional experience may be substituted in lieu of advanced degree).
  • At least five (5) years of experience providing coordination and management of site/vessel crew, operations, maintenance, and scheduling.
  • Experience with NOAA vessel operations/coordination, or similar research vessel management is required.
  • Experience mobilizing research cruises, including tracking personnel and preparing and approving cruise instructions, purchasing and organizing field gear, and coordinating with research vessel operations personnel.
  • Physically able to lift and carry 50 pounds to assist with mission mobilization and maintenance.

Highly desired skills and experience

  • Familiarity with operating and navigating marine vessels in Florida Keys’ waters.
  • Current Frist Aid, CPR and AED certifications.

  • 5 years of professional historical research experience (includes educational experience) 
  • Masters’ degree in History or related field with a strong understanding of US Military History and specialist knowledge of Southeast Asia and the Vietnam War
  • Strong written and oral communication skills evidenced by publication and conference presentation record
  • Demonstrated history of writing for a wide, non-specialist audience

Responsibilities:

  • The marine archaeologist must be experienced in performing background research related to development of historic contexts and identification of previously recorded resources within areas of specific projects.
  • The marine archaeologist must have the capability and experience to interpret data collected from geophysical surveys using instrumentation such as side scan sonar, magnetometer, and multibeam sonar survey systems to identify potential cultural resources that may be eligible to the National Register of Historic Places.
  • The marine archaeologist must have the capability and experience to identify submerged paleolandscapes based on a variety of sources of geophysical data and other background sources.
  • The marine archaeologist must have current PADI certification and any other standard certifications required to perform submarine exploration.
  • The marie archaeologist must be experienced in assessing if potential remote sensing targets may represent cultural resources that meet the criteria to be eligible to the NRHP.
  • The position requires good writing skills so that reports for a variety of clients and federal or state agencies may be developed based on the background research and on-water tasks performed.

Requirements:

  • MA or MS degree in Anthropology (or related field) with an emphasis in underwater archaeology.
  • At least eight years’ experience as a professional marine archaeologist in the US (Northeast, Middle Atlantic, Southeast, Gulf of Mexico, and Western US).
  • Must be a Registered Professional Archaeologist (RPA) or be qualified to become an RPA upon employment.
  • Experience in performing work compliant with Section 106 of the National Historic Preservation Act.
  • Experience with current state-of-the- art remote sensing technology needed to collect relevant submarine remote sensing data.
  • Experience in performing work to Bureau of Ocean Energy Management’s Guidelines for Identification of Historic Properties in Federal Waters.
  • Candidate must be hard-working, good-natured, capable of working with others, capable of giving clear explanations and direction, capable of taking direction from Project Managers and Supervisors.

Other Desirable Knowledge and Experience:

  • It is preferred that candidates have up-to-date Red Cross First-Aid and CPR training.
  • It is preferred that candidates have current HAZWOPER and Refresher Training.

The Heritage Awareness Diving Seminar is intended to explain the advantages of conserving shipwrecks and other submerged cultural resources, not only to preserve information about our collective past, but also to preserve the vibrant ecosystems that grow around historic shipwrecks.

HADS focuses on providing scuba training agency Course Directors, Instructor Trainers, and Instructors with a greater knowledge of how to proactively protect shipwrecks, artificial reefs, and other underwater cultural sites as part of the marine environment. Upon completion of HADS, participants can teach the new Heritage Awareness Diving Specialty Course, approved by PADI, NAUI, and SDI, as well as incorporate underwater historic preservation into other courses. HADS is taught in partnership with the Florida Bureau of Archaeological Research and the Florida Keys National Marine Sanctuary.

This program is being offered both in-person and virtually:
