This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Regional Director in the Gulf of Mexico Outer Continental Shelf (OCS), Office of Environmental Compliance, Coordination and Review Unit located in Jefferson, LA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as the Region’s Federal Preservation Officer coordinating BSEE-approved activities, advocating legal requirements, and developing/interpreting/implementing policy regarding archaeology and historic preservation issues, and environmental justice issues.
2. Ensures that archaeological concerns are addressed in the formation of National and Regional policy that leads to the development of regulations, implementation guidelines, and procedures for the program.
3. Reviews pertinent Federal laws (e.g., NHPA, Archaeological Resource Protection Act (ARPA) and regulations to determine effects on archaeological resources matters and on BSEE’s OCS program.
4. Oversees office compliance monitoring and verification of operational reports and industry’s Post Activity Submittals (PAS) as it relates to their field of expertise, which includes requisite documentation submitted after OCS operations are complete (in part or in whole) to verify/record compliance with environmental standards.
5. Oversees, schedules, and conducts field inspections and surveys regarding historic preservation compliance monitoring and damage assessments working with remote-sensing data collection; mitigation, stipulation, and NTL enforcement; and coordinating with industry contacts, BOEM, and other federal and state counterparts to ensure compliance with NHPA and NEPA.
6. Briefs and defends BSEE technical programs, policies, and conclusions to other Federal, State, and local governments, industry leads, and private groups/persons as the technical authority on national historic preservation.
7. Assists in the development, progress, and reassessment of the strategic plan implementation approach for environmental justice. This includes supporting their goal lead with defining success criteria, tracking milestones, and metrics; and fostering connections across the bureau to ensure effective execution of environmental justice issues on the strategic plan.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.

Salary Information
GS-13: $103,409 – $134,435 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
