SNA International, the Global Leader in Forensics, Biometrics, and Identity Intelligence, is currently looking for a detailed-oriented Historian with a strong work ethic to support the Defense POW/MIA Accounting Agency (DPAA) mission to provide the fullest possible accounting for missing US service members from past conflicts.   

Qualified candidates will conduct comprehensive historical research and archival tasking in support of the DPAA’s Indo-Pacific (IP) Directorate and work DPAA projects associated with WWII.

Critical Work Responsibilities may include but not limited to:  

  • Perform complex historical research into locating and identifying missing service members from World War II. 
  • Write historical reports, documentary research, interpreting oral histories, secondary source readings, geographically bounded studies, case narratives, reports of findings, and briefings to Agency leadership. 
  • Conduct research and analysis for cases that leads to comprehensive and accurate case development and investigations and case narratives.
  • Conduct archival research and collect archival materials as needed.
  • Build and develop recommendations to disinter unidentified remains from past conflicts, with the goal of pursuing all avenues towards exhumation and identification.
  • Assists with communications with foreign representatives/embassies and casualty/mortuary offices. 
  • Update, refine, and enhance the DPAA’s Case Management Data and visualization tools.
  • Other duties as assigned. 

Minimum Education and Experience Requirements:  

  • 5 years of professional historical research experience (includes educational experience)  
  • Master’s degree in history or related field with a strong understanding of US Military History, History of Science and/or World War II.
  • Specialist knowledge of the Indo-Pacific Theater (working toward PhD preferred) 
  • Possess a broad knowledge of the concepts, principles, and practices of historical research and analysis as gained through graduate education in history and relevant job experience. 
  • Possess the ability to conduct research on a diverse array of cases with scattered and scant source material. 
  • Possess the ability to apply flexible approaches and versatility to conducting research. 
  • Possess exceptional written and oral communication skills evidenced by publication and conference presentation record.

The GIS Analyst will conduct research and field survey using geospatial methods to advance casework and identify sites associated with missing military personnel. The position is located within DPAA’s Indo-Pacific Directorate.

Critical Work Responsibilities Include but are not limited to:

  • Advance investigations into MIAs through data, archive, and field research analysis.
  • Serve as a subject matter expert for the application of geospatial analytical methods and technology including GIS, Geophysical Survey, and other remote sensing technology.
  • Provides technical GIS support for case development, to include creating specialized maps, conducting imagery analysis, geo-rectifying images, managing GIS data, providing technical expertise on remote sensing methodology, and imagery collection.
  • Provides high level geospatial analysis that advances cases by synthesizing geospatial, historical, and archaeological data sets.
  • Conducts interdisciplinary collaboration with peers (researchers, geospatial analysts, etc.) and incorporate their findings in reports.
  • Supports field operation and provides technical GIS support for remote sensing operations and other field investigative/research activities and debriefs field operations personnel to add to the body of knowledge surrounding associated cases, as well as reports.
  • Occasional national and international travel as required by the Agency.
  • Work directly and independently with clients.
  • Completes recurring duties independently, but refers deviations, problems, or unfamiliar situations to the supervisor for assistance.
  • Follows all client policies and procedures.

Minimum Education and Experience Requirements:

  • B.A./B.S. degree in anthropology, archaeology, geography, geology, or related field and GIS Certificate from accredited GIS/Geography program or equivalent education and experience.
  • 1 year of GIS-based field data collection in the fields of Archaeology, Anthropology, Geography, Geology, Natural Sciences, military operations, surveying, or related field preferred.
  • GISP Preferred (GIS Certification Institute – GISCI certification).
  • High level of proficiency with ESRI ArcGIS and related GIS software

This position is budget for $5,677.42 per month and is non-negotiable.

The Center for War and Society at San Diego State University seeks a historian to serve as its postdoctoral Defense POW/MIA Accounting Agency Research Partner Fellow. With over 80,000 missing personnel unaccounted for from World War II, the Korean War, the Cold War, and the Vietnam War, the DPAA’s mission is to provide the fullest possible accounting to their families and the nation. The DPAA Research Partner Fellow will support the Agency’s mission through conducting research and analysis that may include, but is not limited to, historical research and writing, data organization and management, digital humanities projects, GIS, foreign language translation, and public history work.

The DPAA Research Partner Fellowship requires a time commitment of 40 hours per week on DPAA-related work and outreach activities. The Fellow is expected to maintain a presence on campus and will be provided with an office and full access to SDSU libraries.

HJF is seeking a Historian to support the Defense POW/MIA Accounting Agency, Partnerships and Innovation Directorate (DPAA PI). HJF provides scientific, technical and programmatic support services to DPAA. The Historian gathers historical data from various sources to answer questions about historical events. Facilitates the collection and evaluation of source information from written records, physical artifacts, and other types of evidence during historical investigations. Assists in the analysis and interpretation of historical information to determine its authenticity and significance.

The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

Responsibilities

  • Maintains day-to-day communications, relationships, and coordination with individual Research Partners and the execution of associated Partner Research Projects. Schedules and runs meetings with Research Partners.
  • Provides expert level support and guidance in the process of shaping and executing Partner Research projects.
  • Assist the DPAA Partnerships and Innovation Directorate in establishing and maintaining systems for monitoring partnership historical research projects and other Directorate activities.
  • Facilitates and coordinates a portfolio of Partner Research projects, including maintaining a schedule for the receipt of progress reporting, document transfer, and the receipt and initial review of project deliverables from Research Partners. 
  • Responsible for ensuring the status of all these matters are captured in Directorate and Agency tracking systems and databases and will notify the appropriate Directorate personnel of any delays or issues associated with these activities based on analysis of project execution.
  • Assists with planning and ensuring the successful implementation of partnership efforts relating to all aspects of the accounting mission, to include supporting partner reporting needed by other Agency Directorates and offices
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities

  • These activities require familiarity with the SOPs, reporting requirements, and case management systems that support the Agency, experience with Agency data base systems and processes, and a demonstrated knowledge of the Agency’s accounting practices and processes.
  • Experience in collaborating with researchers from a variety of disciplines and backgrounds.
  • Interdisciplinary educational and/or research experience is preferred.
  • Must have excellent communication and organizational skills. 
  • Specialized in US military history strongly preferred. 
  • Subject Matter Expert on WWII, Korean War, Vietnam War, and ideally the Gulf War.

  • This position will take place primarily in an office setting.

Education and Experience
