Join us in this role where you’ll work with the company’s permitting, government affairs, legal, and commercial teams together with external consultants, subject matter experts, and regulatory agencies to identify and mitigate effects on historic properties, landscapes, and archaeological features protected under the National Historic Preservation Act (NHPA) and in coordination with the National Environmental Protection Act (NEPA).
Welcome to Permitting, Environment & Marine Affairs
You’ll be part of the Strategic Permitting team where you, together with your colleagues, will direct work for our consultants to prepare defensible and streamlined onshore and offshore archaeological and visual impact assessments and serve as our lead internal SME on this topic. You’ll support the permitting team in preparing applicable sections of permit applications and lead portions of regulatory stakeholder engagement, working with our Tribal Liaison. You’ll also stay abreast of regulatory developments and build stakeholder relationships across our portfolio.
You’ll play an important role in:
- successfully achieving permits and memoranda of agreement for mitigation measures under Section 106 of the NHPA and the Bureau of Ocean Energy Management permitting process for offshore wind
- leading Section 106 activities, including public meetings, coordination with state and federal agencies and consulting parties, and alignment in approach across projects
- providing expertise on visual impact assessment methodologies (viewshed analysis, simulations, characterization of context and setting) and historic properties effects assessments and mitigation
- providing expertise on federal and state archaeological survey protocols (onshore and offshore), effects assessments, mitigation development, and Unanticipated Discoveries Plans
- providing technical oversight of permitting, technical, and legal consultants that provide services related to Section 106 of the NHPA, as part of federal and state permitting processes
- identifying opportunities to improve consultation with tribes and tribal historic preservation officers, state historic preservation officers, and historic societies.
To succeed in the role, you:
- hold a degree in cultural and heritage resource management, environmental policy/regulation, law, history, archaeology, or another relevant field, or have commensurate experience
- have at least five years of working experience with the National Historic Preservation Act and familiarity with related resources such as National Register of Historic Places properties, shipwrecks and archaeological sites, Traditional Cultural Properties (TCPs), and National Historic Landmarks (Section 110)
- have excellent communication and interpersonal skills and the ability to facilitate understanding of complex topics among diverse people with a broad range of technical and cultural knowledge and divergent perspectives
- understand the need for discretion and respect in both internal and external communications and can demonstrate examples of overcoming obstacles and a range of conflicts within or among internal and external stakeholder groups
