Request for Qualifications to Support NROC’s Submerged Archeological and Cultural Resources Workgroup

At the request of Tribes, states, and federal agency OPC members, NROC recently stood up the Submerged Archaeological and Cultural Resources Workgroup to focus on answering questions in the Northeast related to this topic. The geographic focus of this work is coastal areas and state and federal waters from Maine through Connecticut and potentially including New York. NROC considers the questions and information needs raised by the Workgroup to be a long-term project, and the tasks proposed here will be used to inform the Workgroup’s composition and future projects. Individuals, independent contractors, consulting firms, research institutions, and other non-governmental organizations are welcome to respond to one, several, or all task categories outlined in the RFQ.

Tasks include:

  • Literature review and synthesis,
  • Summary of ongoing submerged and coastal archeological and cultural resources work, and
  • Identifying data and developing submerged archeological and cultural resources data products.

As a Research Archeologist, you will perform the following duties:

  • Conduct applied research and analysis of maritime archaeological resources to support the identification, documentation, and evaluation of marine resources for the Office of National Marine Sanctuaries (ONMS). Execute field research on maritime and cultural heritage-based resources in ocean and great lakes environments. Coordinate research programs within ONMS, including providing technical support regarding survey techniques that use magnetometer/gradiometer, side scan sonar, multibeam echosounder, subbottom profiler, Remotely Operated Vehicles, autonomous systems, or other marine-based systems, along with related data-processing and report preparation.
  • Coordinate and provide guidance to regions and sites as an advisor and developer of consultation tools, such as findings, Memorandums of Agreement (MOAs), and Programmatic Agreements. Facilitate consultation with State Historic Preservation Offices, the Advisory Council on Historic Preservation, tribal governments (as related to the NHPA), and other consulting parties. Recommend, design, coordinate and maintain systems for monitoring and tracking maritime and cultural resources for their preservation status and compliance with National Historic Preservation Act (NHPA).
  • Participate in the implementation of technical programs in marine archaeology and maritime history to foster public understanding, support, and participation. Establish and maintain collaborative partnerships within the program and agency and between academia, other government agencies, industry and the general public regarding research, conservation, discovery, and protection of maritime heritage resources.

Requirements

  • Must meet the Secretary of the Interior’s Professional Qualifications Standards for Archaeologists (https://files.hudexchange.info/resources/documents/hp-fact-sheet-secretary-%20interior-professional-qualification-standards.pdf).
  • The minimum professional qualifications in archeology are a graduate degree in archeology, anthropology, or closely related field plus:
  • 1. At least one year of full-time professional experience or equivalent specialized training in archeological research, administration, or management;
    2. At least four months of supervised field and analytic experience in general North American archeology, and
    3. Demonstrated ability to carry research to completion.
    In addition to these minimum qualifications, a professional in prehistoric archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the prehistoric period. A professional in historic archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the historic period.
  • For Texas: also “must meet the Professional Qualifications and Requirements listed in TAC §26.4, which also provides the required qualifications for Professional Archeologists (both terrestrial and underwater) and Geomorphologists or Geoarcheologists. PIs should submit a current Curriculum Vitae (CV) to the THC via e-mail at archeo-permits@thc.texas.gov to demonstrate they meet the state requirements.”
  • There are additional requirements specified in TAC §26.4 beyond the federal requirements.
  • In addition, to survey in Texas an antiquities permit is required that must be held by the archaeologist on the project.
  • Experience interpreting side scan sonar, magnetometer, and subbottom profiler data and assisting historic and/or prehistoric potential.
  • Experience overseeing fieldwork.
  • Experience reporting on archaeological interpretation.

Recommend, design, coordinate, and maintain systems for monitoring and tracking maritime and cultural resources for their preservation status and compliance with NHPA. Serve as a point of contact for review and compliance with NHPA mandates.
  • Manage, oversee, and implement technical programs in marine archaeology and maritime history to foster public understanding, support, and participation. Establish and maintain collaborative partnerships within the program and agency and between academia, other government agencies, industry and the general public regarding research, conservation, discovery, and protection of maritime heritage resources.

Essential Duties and Responsibilities

  • Technical lead, project management, and business development for marine archaeological projects related to remote sensing, ROV, and dive operations;
  • Technical leader for marine archaeological analyses as required by BOEM, BSEE, and state regulators;
  • Provide consulting services for marine archaeological analyses and assessments for offshore projects;
  • Work closely with staff in other offices;
  • Assist in training early career staff;

Education and Licensure

Skills, Experience and Qualifications

  • At least 15 years of marine archaeological experience in offshore energy and project management experience, or equivalent combination of education and experience. (required) 
  • Thorough knowledge and experience with archaeological assessment and reporting regulations. (required) 
  • Regional visibility through involvement in professional associations or trade organizations. (preferred)
  • Ability to read, analyze, and interpret complex technical and business documents. (required)
  • Ability to author reports, proposals, speeches, technical articles, and correspondence that are well written, well organized, clearly presented, focused on the subject at hand, and appropriately describe assumptions, limitations and standard of care applied to the document. (required)
  • Ability to make effective speeches and oral presentations on significant topics to senior management, public groups, client officials, and other stakeholders.  Ability to communicate clearly and logically. (required)
