The Historian (TS-SCI Clearance) will support the Defense POW/MIA Accounting Agency (DPAA) to provide the fullest possible accounting for missing US service members from past conflicts. During the Vietnam War, Special Forces operators – working under the designation of Military Assistance Command, Vietnam – Studies and Observations Group (MACV-SOG) – documented their activities in post-mission After Action Reports (AARs). Most of these documents are still marked as classified Top Secret/Sensitive Compartmented Information (TS/SCI). These documents provide the most comprehensive record of special operations activities in Southeast Asia and include the date-time group and coordinates of each Special Forces insertion, extraction, and significant contact/observation throughout the Vietnam War. It is imperative that the Historian review, enhance, and make available these Top-Secret records to DPAA researchers to achieve their noble mission.
Minimum Education and Experience Requirements:
- Masters’ degree in History or related field
- Active TS/SCI security clearance required
- Research experience on Military Assistance Command, Vietnam – Studies and Observations Group (MACV-SOG) highly preferred
- Experience with professional historical and archival research
- Knowledge of relevant primary and secondary source material
- Exceptional abilities in oral and written communication, and the ability to provide written products quickly and in formats tailored for varied audiences
- Possess a broad knowledge of the concepts, principles, and practices of historical research and analysis as gained through graduate education in history and relevant job experience
- Possess the ability to apply flexible approaches and versatility to conducting research
- Knowledge of professional writing styles based on professional experience
- Possess strong attention to detail and excellent recordkeeping skills
- Possess the ability to prioritize responsibilities, multi-task, and work well under pressure
- Proficient in MS Word, PowerPoint, Excel, and Adobe Acrobat
- A demonstrated history of initiative and achievement
- Able to work well independently as well as in a team environment
Critical Work Responsibilities:
- Conduct a comprehensive review of the Military Assistance Command, Vietnam – Studies and Observations Group (MACV-SOG) record groups located at a facility outside the NCR and at NARA
- MACV-SOG files are classified as “TS/SCI”, “Top Secret”, or “Secret”
- Organize the digital records, scan and upload related files into a Joint Worldwide Intelligence Communications System (JWICS) shared drive, and process completed files through a Freedom of Information Act (FOIA) review
- Index records and appropriately link information relevant to individual case files in the DPAA’s Case Management System (CMS)
- Create file folders and save the After Action Reports (AAR) currently on microfilm in an indexed file format searchable by DPAA analysts
- Manipulate microfilm images in order to maximize legibility
- Track and upload the AAR on microfilm to the CMS
- Travels to the National Archives and Research Administration (NARA) and another facility outside the National Capital Region (NCR) in a Southern state
- Submit a final report to DPAA to include:
- Work performed
- Review current process and develop process flow
- Identify average processing times and work requirements
- Recommend areas for improvement, if identified, to increase operational efficiency
- Completes recurring duties independently, but refers deviations, problems, or unfamiliar situations to the supervisor for assistance
- Protect the organization by keeping information confidential
- Follow all client policies and procedures
- Other duties as assigned consistent with the position for which you were hired
