UCAR is excited to announce the job opening of the CPAESS Program Specialist II – Grants Coordinator role within the Science and Technology (S&T) Division of NOAA’s Office of Ocean Exploration and Research (OER). This position is responsible for providing support to grant and other funding actions (including IAA’s, MOU’s and other agreements that provide resources, whether monetary or in-kind) across the office.

The Program Specialist II will work closely with the S&T Competitive Grant Program Manager and Cooperative Institute Manager to provide direct support to the Divisions and NOAA Ocean Exploration grant and funding activities, including the annual Notice of Funding Opportunity, Cooperative Institute funding, Broad Agency Announcements, Small Business Innovative Research Grants, National Oceanographic Partnership Program, interagency agreements, and Cooperative Research and Development Agreements.

Where You Will Work:

At UCAR|NCAR|UCP, you will work alongside a dedicated team of professionals conducting critical research and community outreach to solve complex Earth system science problems including climate change, air pollution, extreme weather, floods, drought, wildfires, and space weather, all with the goal of improving human life and reducing economic loss. Each of us, from scientists to the professionals who support their work, serves the public and a collaborative community of scientists in our mission to understand the complex processes that make up the Earth system, from the ocean floor to the Sun’s core.

The Cooperative Programs for the Advancement of Earth System Science (CPAESS) serves the Earth system science community in three distinct areas of service. We partner with federal agencies and businesses to hire critical scientific staff enabling a more robust workforce. Through our scientific programs we seek to edify new research with our postdoctoral programs, our visiting scientist and internship programs, along with our interagency support programs. We also help build the Earth system science community by convening and managing summer schools and institutes, conferences, and advisory committees.

Job Type: This position is open to candidates interested in In-Person, Hybrid (combination Remote and Onsite presence), and Fully Remote opportunities.

Position Type & Term: Full-Time, Regular

Hiring Range: $66,956 – $83,696

*Final salary and rates are based on education, experience, skills relevant to the role, and internal equity.*

HOW YOU WILL MAKE AN IMPACT AT UCAR

Here is a brief outline of what one would expect to be responsible for in this role. 

Key Responsibilities

  • Support grants and other projects by organizing application solicitations, facilitating internal or external review processes, generating supporting documentation, tracking projects, and reporting requirements.
  • Coordinate and administer the environmental compliance portfolio for grants and other funded projects or activities across NOAA Ocean Exploration. 
  • Provide guidance and technical advice on environmental compliance. 
  • Liaise between the federal government, universities, and partners to execute administration and support oversight of the environmental compliance portfolio. 
  • Assess and review relevant actions and develop environmental analysis documentation.
  • Interpret, develop, and apply standardized protocols and policies for NOAA Ocean Exploration’s grants, contracts, and other funding actions. 
  • Collaborate with program leads, office administrative staff, and grant recipients to ensure consistent and timely adherence to these policies.
  • Consult with subject matter experts and NOAA Ocean Exploration’s Outreach and Education Division to develop communications and web material related to grants and funded projects.
  • Coordinate with NOAA Ocean Exploration’s Data Management team at NOAA’s National Centers for Environmental Information (NCEI) on tracking grant and funding recipient data, submission requirements, reporting metrics, and publication tracking.

Successful candidates will ensure their application materials speak to the following criteria:

Education & Experience

  • Bachelor’s degree in science, engineering, education, public administration, or a related field; 
  • 2 years of relevant program experience; 
  • Or an equivalent combination of education and experience (such as a master’s degree and one year of experience).

Desired, but not required: 

  • 1-2 years of grants and/or contract experience.
  • Experience working with underwater technologies and/or maritime archaeology.
  • Experience working on research cruises, completing environmental assessments, and/or impact determinations in accordance with NEPA, MMPA, ESA Section 7, or MSA.

Knowledge, Skills, and Abilities

  • Excellent organizational skills, including the ability to handle multiple and diverse tasks with short turnaround time, as well as tasks that require long-term planning and sustained implementation over the course of a year.
  • Strong interpersonal, written, and oral communication skills.
  • Ability to successfully interact with a diverse set of stakeholders and to work well with a team in a cooperative environment.
  • Knowledge of scientific project management and/or scientific grants administration.
  • Knowledge of federal environmental compliance responsibilities.
  • Knowledge of marine environments.
  • Familiarity with Microsoft and Google suite products, including the ability to work with technologies that enable virtual meetings, telecoms, and telework.
  • Willingness and ability to travel nationally/internationally, as needed.

Desired, but not required:

  • Working knowledge of marine environments, underwater technologies, or maritime archaeology.
